As part of Serbia’s national study within the Eu-Repair project (EUKI – European Climate Initiative), the Innovation Center of the University of Niš (ICUN) analyzed one of the most emblematic examples of successful energy refurbishment in the country – the Old Palace (Belgrade City Assembly).
This late-19th-century landmark, designed by architect Aleksandar Bugarski, underwent a comprehensive refurbishment between 2018 and 2020. The project demonstrated how energy efficiency and heritage conservation can be combined effectively.
Main interventions included:
• Internal insulation of the attic and roof spaces to preserve the façade’s authenticity.
• Restoration of original wooden windows with discreet secondary glazing and improved seals.
• Modernization of the heating system using high-efficiency gas boilers and zoning controls.
• Replacement of façade-mounted air conditioners with a central cooling system featuring concealed vents.
• Complete transition to LED lighting while retaining the building’s historical character.
Results:
After the retrofit, the Old Palace improved its energy class from E to D, reducing annual heating demand from 161.2 to 130.6 kWh/m² and achieving higher comfort within strict conservation limits. This project proved that sustainability and cultural preservation can coexist, setting a precedent for public buildings across Serbia.
Such examples underscore the importance of strong institutional cooperation, expert oversight, and political will in advancing sustainable refurbishment of valuable built environments.
The Eu-Repair project, coordinated by the Institute for Research in Environment, Civil Engineering and Energy – IECE, brings together partners from Germany , Lithuania , Estonia , North Macedonia , and Serbia to promote climate-resilient refurbishment practices across Europe.
